CRA's National Employment Equity (EE) Staffing Strategy strives to eliminate EE gaps for the four EE designated groups: Indigenous peoples, persons with disabilities, members of visible minorities, and women. Where an EE gap exists at the time of appointment, EE may be used as an appointment criterion for permanent and temporary appointments/staffing actions over six months made through this process. The CRA has introduced the requirement for on-site presence including hybrid work models where employees are required to work on-site at a CRA-approved location a minimum of two days per week or 40% of their regular monthly work schedule. A number of individual and group exceptions to on-site presence may be granted based on individual situations and the nature of the work being performed. Work arrangement agreements and specific circumstances may be discussed with the manager at the time of hiring.

The Canada Revenue Agency (CRA) is seeking seasoned communicators who are used to working under pressure to provide communication advice and develop products for various high profile initiatives and strategies for mitigating issues to join our team as Senior Public Affairs Advisors (SP-09). Essential staffing requirements

To be eligible, you must meet the following requirements.

Education

A degree from a recognized postsecondary institution.

OR

An acceptable combination of education, training, and/or experience may serve as an alternative to a degree from a recognized postsecondary institution.

Experience

Have recent experience* in:

  • Experience *providing strategic communications advice and recommendations on complex ** files to senior management***;
  • Experience * developing and implementing communications plans or strategies
  • Experience* writing a variety of communications products for a public audience or for employees of an organization, such as, but not limited to, news releases, media lines, social media posts, articles, internal communications, and web content;
  • Experience * working collaboratively with client or partner to build and maintain relationships in order to achieve common goals.

*Experience is normally associated with the performance of these functions as part of the major job duties accomplished for a period of not less than twenty four (24) cumulative months within the last five (5) years.

**Complex files include characteristics such as the following: multidimensional, sensitive, confidential, impacting several partners or stakeholders or that could yield potential for significant media or employee interest.

*** Senior management is defined as Director level or above, generally two supervisory levels above your position.

Asset staffing requirements

We may use the following asset staffing requirements later on in the process.

  • Experience supervising a project team or working group to deliver communications products;
  • Experience in using data/research to formulate communications advice or develop communications products;
  • Experience in media relations, issues management, crisis communications or other relevant public affairs functions;
  • Experience in consultation and stakeholder engagement;
  • Experience in evaluating communication tactics and communications products.
