Job Description:

We are seeking an experienced Business Transformation and Analysis Lead to conduct a critical review of an agricultural risk management program for a provincial government in Canada. This role involves leading the assessment of the cost/benefit of transferring program administration from a federal agency to a provincial entity, delivering actionable recommendations to enhance efficiency, reduce costs, and improve producer services. The successful candidate will analyze historical data, engage stakeholders, and develop strategic plans to support this transformation.


Program Context: This initiative focuses on a key agricultural risk management program under a national partnership, protecting producers from income declines due to production losses, rising costs, and market fluctuations. Currently co-funded and administered by a federal agency for multiple regions, the program’s high administrative costs in this province compared to peers (e.g., other provinces) prompt a review. The goal is to explore provincial administration to strengthen producer relationships, enhance data utilization, and achieve delivery synergies.


Key Responsibilities:

  • Historical Review: Analyze a 2013 study on program operating models, reporting on implementation outcomes and benefits realized by the province.
  • Stakeholder Engagement: Gather insights from federal agency officials on potential provincial administration and document their perspectives.
  • Comparative Analysis: Investigate successes and challenges of other provinces that have transitioned program administration, such as Saskatchewan.
  • Cost-Benefit Analysis: Develop accurate costed planning scenarios, comparing administrative costs per file across jurisdictions, and assess software integration feasibility.
  • Qualitative Assessment: Evaluate producer relationships, client service quality, data sharing capabilities, program synergies, and proactive risk response effectiveness.
  • Research and Reporting: Produce a comprehensive report with findings, analysis, and recommendations, supported by appendices (e.g., jurisdictional research, stakeholder interviews, central processing rationale).
  • Presentation: Deliver findings and recommendations to senior leadership and key stakeholders.

Required Skills & Experience:

  • Education: Advanced degree in Business Administration, Public Policy, Agriculture, or a related field.
  • Experience:
    • Minimum of 5 years leading business transformation projects in the public sector, with a focus on organizational restructuring.
    • Proven expertise in developing accurate costed planning scenarios and assessing software integration for public sector programs.
    • Strong knowledge of agricultural risk management or similar public programs and stakeholder dynamics.
    • Experience collaborating with federal and provincial government agencies, preferably in a central Canadian province or similar jurisdiction.

  • Competencies: Exceptional analytical skills, excellent written and oral communication, ability to manage tight deadlines, and effective stakeholder coordination.
