This is a temporary full-time assignment up to twelve (12) months.
Sinai Health is looking for a skilled and experienced Clinical Engineer who is aligned with our purpose to join our Biomedical Engineering team.
The Clinical Engineer will support the lifecycle management of Sinai Health’s medical device assets through capital planning (e.g., applying fleet planning principles), supporting the procurement processes (RFPs, contracts and specifications) and leading medical device implementation projects (i.e. project management). In addition to supporting technology planning and systems engineering activities, the Clinical Engineer will also provide a second level of support by utilizing engineering/scientific principles to solve practical problems and manage risks associated with medical devices. These responsibilities require special attention and consideration to clinical practice and medical device regulations to ensure efficient/optimized use of equipment and patient/staff safety, respectively. The “System Thinking” approach will be applied within all stages of the lifecycle management practice to promote financial stewardship, support standardization, facilitate device integration and enhance support strategies.

In This Role You Will
Asset Management
- Provide consultation services and technical support for healthcare technology in fleet planning, project management and vendor/contracts management
- Work closely with frontline Clinical Staff and Clinical Leadership to create strong relationships and promote a consensus building approach.
- As part of the Fleet Planning initiative, develop, review and update a 5-year capital equipment plan (for existing & new operations) including
- A needs analysis/assessment model;
- An analysis of cost/benefit, total cost of ownership (TCO), return on investment (ROI);
- Comparative evaluation of available technologies;
- Lead and coordinate deployment of new medical technologies including planning, needs analysis, evaluations, procurement, installation, integration and training.
- Review service options for major clinical systems with system owners to determine optimum service plan (i.e., in-house, vendor contract, vendor time & materials) based on system
- Criticality (i.e., patient care, physical safety, operational, financial);
- Utilization
- Technology status (i.e., latest, current, obsolete);
- Availability of support (i.e., parts & service);
- Qualifications/capabilities of alternative service sources;
- Reliability
- Implement tools utilizing business intelligence and data analytics principles to support asset management
- Manage vendor relations including procurement specifications, warranty and service agreement terms
- Determine and negotiate service level agreements consistent with standards and the needs of the organization
- Ensure vendor makes available any information, documentation, software, specialized tools, and education/training necessary to operate and service technology
- Ensures inclusion of necessary terms and conditions in agreements with vendors and ensures vendor compliance
- Verify integrity of technology supplied
- Serve as primary vendor liaison
- Monitor their performance in install, inspection/maintenance and repair;
- Obtain relevant documentation for vendor provided services and incorporate in service history;
- Monitor medical device hazards/recalls reports and insures appropriate follow-up (communication, corrective action & documentation)
- Facilitate client & vendor communications to improve overall service
- Provide consultation and technical support for healthcare technology in education, quality control and incident investigation/analysis
- Monitor medical device hazards/recalls reports and insures appropriate follow-up (communication, corrective action & documentation)
- Monitor regulatory developments affecting devices & systems in assigned area(s) and identifies/coordinates implementation of appropriate compliance measures
- Conduct investigation of incidents involving medical technology, analyzes findings and implements/ recommends corrective measures through root cause analysis (RCA) and failure mode and effect analysis (FMEA)
- Represent the interests of Biomedical Engineering’s clients by investigating and addressing concerns/complaints and providing/implementing recommendations for process changes as appropriate
- Conduct regular client surveys to assess the perceived effectiveness of Biomedical Engineering services and analyzes results to recommend appropriate service and process changes
- Liaise with key standing committees and provides clinical engineering advice/consultation as appropriate
- Increase knowledge and identify/implement process improvements (both personal & program-related) that add value (by improving quality, safety, savings, efficiency, work environment)
- Implement tools utilizing business intelligence and data analytics principles
- Provide engineering support of specialized medical devices and systems (e.g., nurse call, medical device integration platform, alarm management, tele-health, cardiology, neurology, surgical, monitoring, etc.). The support may include installation, integration, clinical training, operation, diagnostics, technical service, and vendor management in these specialized areas
- Maintain inventory of all devices, systems and components in their assigned areas
- Monitor operational effectiveness of medical devices and systems in assigned area(s) and
- Ensure devices/systems are effectively maintained by judicious application of scheduled & corrective maintenance, upgrades and overhauls as appropriate
- Acquire, deploy and utilize appropriate hardware/software tools to monitor and manage device & system performance
- Develop or acquire and deploy administrative, technical and physical safeguards to maintain integrity and availability of clinical information maintained or stored by medical devices & systems
- Ensure devices/systems are aligned with current cybersecurity policies and requirements
- Develop and provide operational and service training to clinicians and support personnel on devices and systems in assigned area(s)
- Provide consultation to clinical staff on capabilities and limitations of available technologies
- Represent the technology perspective for assigned area(s) as needed at meetings with other stakeholders
- Maintain, review and update technical library (including system diagrams) and database with information critical to the support of devices and systems in assigned area(s)
- Write, review and update policies and procedures
- Serve on Hospital committees, as required
- Ensure that projects are properly documented
- Support special projects as assigned (e.g. capital redevelopment project)
- Review journals, newsletters, and other publications dealing with medical devices and technology to remain current with technology advancements and trends
- Contributes to the advancement of the Clinical Engineering profession by participating in professional societies (e.g. CMBES, CESO), attending relevant conferences and participating in external committees
- Support the work of Interns
- Support the continuous improvement of the CMMS
- Consistent with the needs of Biomedical Engineering and other team members, may perform other duties as requested or assigned
Mandatory
- Successful completion of a Master’s degree in Clinical Engineering or Biomedical Engineering or a recognized equivalent from an accredited education institution
- Registration as a Professional Engineer (P.Eng.) in Ontario with the PEO required within 3 years of incumbency
- 1 year of recent experience in the planning, evaluation, acquisition and implementation of complex biomedical equipment and clinical systems
- Certification as a Clinical Engineer through the Healthcare Technology Certification Commission
- 1 year of recent related experience (Clinical Engineer role) in a healthcare environment
- Demonstrated strategic thinking with project management skills
- Demonstrated strong technical understanding of medical equipment and systems
- Excellent ability to recognize and creatively solve technical problems with a variety of biomedical equipment
- Well-developed team-building, conflict management and consensus-building skills
- Proven ability to work collaboratively and to motivate others
- Excellent written and oral communication and interpersonal skills with a strong customer focus and ability to work effectively in a fast paced, diverse/corporate environment
- Superior organizational skills with an ability to independently manage deadlines
- Strong computer skills, including reporting (e.g. Excel) and word processing
- Demonstrated satisfactory performance and attendance history
