Job Description

POSITION PURPOSE SUMMARY:

The role supports Outreach Programs (homeless, feeding, etc.) and is responsible for operating the program under the direction of the Manager or Coordinator.

Accountabilities

The incumbent may perform all, some, or similar range of duties.

  • Operate the Homeless Outreach Feeding Program (HOFP) or other similar programs using the Food Truck to serve food to those experiencing homelessness.
  • Recruit, train, and coordinate volunteers to operate the Food Truck for the HOFP according to Salvation Army policies & procedures.
  • Make contact with those experiencing homelessness, assessing their needs and connects them with the appropriate service, including shelter, housing, addictions, mental health, etc.
  • May perform the VAT with clients to assess needs.
  • Monitor appropriate behaviour of clients at Food Truck; intervenes in crisis situations, provides emotional support and advocacy as required.
  • Record and maintain statistical information regarding the HOFP within parameters set by The Salvation Army and funders
  • Represent the Salvation Army Community & Family Services while working with other service agencies to advocate for clients.
  • Coordinate with the Manager or Coordinator and assist in finding and handling donations of food and supplies for the operation of the HOFP and other TSA programs.
  • Liaise with donors and stakeholders for the pickup and delivery of meals donated by community entities.
  • Perform other work-related duties as assigned.

Critical Relationship Management

Internal: MU staff, Chaplain, volunteers

External: Liaises with service agencies, Police, funders, community agencies, community network

Managerial/Technical Responsibilities

Reports directly to the Corps Officer.

Direct reports: None.

Financial And Material Management

  • May use funds to purchase supplies for program.

Working Conditions

  • This job requires the employee to be on the move, outside in inclement weather.
  • Travel requirement is within Richmond city limits, picking up donations, delivering food through the Food Truck
  • This job requires the ability to work independently while part of a team, set priorities, manage multiple tasks, and meet deadlines.
  • The employee may come in contact with people who are often angry, possibly violent, and vulnerable.

The incumbent must take the following precautionary measures (in addition to health and safety rules):

  • Universal Precautions
  • Immunization for Hepatitis B, Tuberculosis

Education, Experience And Qualifications

  • Willingness to develop an understanding and support for the mission and purpose of The Salvation Army in Canada and its implications as related to position responsibilities.
  • Work in compliance with OH&S Act and Regulations and abide by The Salvation Army’s health and safety policies and procedures.

Alternative combination of education and Experience may be considered.

Education, Qualifications And Certifications

  • Completed High School Diploma.
  • Certificate in Social Services or related field or equivalent combination of education and experience is an asset.

Experience And Knowledge

  • Have two but less than three years prior related experience, including frontline experience in a social service environment and a solid understanding of the issues surrounding homelessness.
  • Training in Vulnerability Assessment Tool (VAT).
  • Training in crisis intervention, conflict resolution and mediation skills is essential.
  • Must have First Aid and CPR certificate.
  • Have a thorough knowledge of homelessness and of the issues facing clients.
  • Must have a valid full Driver’s License, clear abstract, and access to a vehicle.
  • Intermediate computer skills.
  • Clear Criminal and Vulnerable Background Checks

Skills And Capabilities

  • Ability and willingness to respect, promote, and support the mission, vision, and values of TSA and develop an understanding of the purpose of the Salvation Army in Canada and its implication as related to position responsibilities.
  • Maintain and promote a positive image of The Salvation Army by providing a high caliber of services and dealing with others in a courteous and professional manner.
  • Must demonstrate a positive attitude towards the homeless and individuals with substance abuse and concurrent problems, including mental health concerns.
  • Demonstrate effective interpersonal, organizational and time management skills.
  • Ability to identify sensitive issues and maintain confidentiality. Ability to demonstrate understanding of and empathy toward cultural differences. Must be sensitive to and respectful of cultural and lifestyle diversity.
  • Ability to provide an original copy of a Background Check, including Vulnerable Sector, that is satisfactory to The Salvation Army, in its sole discretion, is required.

Compensation

The target hiring range for this position is $18.05 to $22.56 with a maximum of $27.07.

Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
