Reporting to the Senior Vice-President, Corporate Services and CFO the Director, Financial Accounting (Controller) provides leadership and support to the operational accounting, payroll, treasury, audit and financial reporting functions of the College. The position is accountable for monitoring the financial accounting systems and related processes and ensuring the proper functioning of the accounting system in conjunction with the Information Technology Team. The incumbent is also responsible for ensuring that effective internal controls are implemented and monitored in the department and applied consistently across College departments.

The incumbent, under the direction of the Chief Financial Officer is a key resource to the Vice President, the President and to the College Executive Team on matters of a financial nature ensuring the financial integrity of the College and its controlled corporations is maintained and protected. This position oversees the recording, tracking and reporting of all financial transactions to ensure management and statutory reports are prepared and audited as required.

As a designated professional accountant, the Director, Financial Accounting (Controller) ensures that complete accounting records for the College, and its controlled corporation(s) are maintained, and that work is performed in accordance with generally accepted accounting principles (not-for-profit and for-profit sectors) with careful attention to guidelines and policies established by the College and the Ministry.

  • The incumbent organizes and co-ordinates the preparation of all annual financial statements, grant funded program reports, and the activities associated with the annual external audit, as well as internal audits, as required. Oversees the preparation and submission of statutory reports required by provincial and federal regulatory bodies including the Canada Revenue Agency (CRA), and the Ministry of Colleges and Universities.
  • Financial leadership and support is provided to the college and the College Foundation in the development of cash management strategies and investment proposals for the treasury function. The incumbent acts as a liaison with the Ministry of Colleges and Universities to ensure all government policies are adhered within that function
  • Leadership in managing the financial accounting operations and supporting the systems and processes that enable the effective payment and time recording of all employees in the college. Maintains effective relationships with the Human Resources (HR) department to provide accounting and reporting of all HR related accounts and activities. Ensures that data from HRIS is safeguarded. Ensures that data from the HRIS can be used for management reporting and analytical processes.
  • Ensures that all finance related College policies and procedures are current, adhered to, and applied consistently.
  • Evolves services to respond to the College Strategic Plans, Business Plan, and operational requirements.
  • Provides support to the Chief Financial Officer that contributes to the efficient administration of the College, and other controlled corporation(s) by ensuring that financial controls and other administrative functions are effectively managed.
  • The incumbent establishes priorities and work plans for areas under their direction, advocates and allocates funds and resources and generally supervises the various functions.
  • The incumbent has many contacts and must build strong working relationships within the College and other controlled corporation(s), including senior staff and middle management, as well as outside the College with Ministry officials, senior finance officers at other colleges, external auditors and banking officials.
  • The incumbent acts as a resource to the Audit and Risk Management Committee for accounting and investment activities.


Qualifications

  • Minimum of nine (9) years of senior level experience including responsibility for financial accounting operations, and treasury functions, preparation of financial statements for audit, and statutory reporting requirements.
  • Completion of Bachelor’s degree in business administration, Accounting, Finance or a related field is required; a Masters Degree is considered an asset.
  • A professional accounting designation, such as the Chartered Professional Accounting (CPA) designation is required.
  • Education, training or coaching in lean management principles is considered an asset.
  • Demonstrated experience operating in an environment following the Canadian Public Sector Accounting Standards for Government Not-for-Profit Organizations (PSAS).
  • Demonstrated experience/expertise operating in an Enterprise Resource Planning system with a specific expertise in financial information systems.
  • Demonstrated strategic planning and execution experience, and delivery of Business Plan commitments.
  • Experience in collaborative leadership, planning, goal setting, resource allocation and managing change initiatives.
  • Experience with supervision of staff within a unionized environment is required.
  • Experience with budgets and project management is required.
  • Coordination or management experience in the public sector is preferred.
  • Demonstrated leadership success in a diverse and inclusive environment.
  • Successful candidate must be organized and able to multi-task.
  • Self-directed team player with excellent interpersonal and communication skills.
