Job Summary


Responsible to supervise, lead, coach, train and guide a team of Enforcement Officers ensuring adherence to the City’s Policies and Procedures, Enforcement Standard Operating Procedures and City by-laws.

Duties and Responsibilities


Under the direction of the Manager, Mobile Licensing Enforcement the successful candidate:

  • Promotes management strategies and foster an environment to encourage and motivate others to achieve high levels of performance and improved customer service
  • Investigates enforcement activities and prepare written responses to inquiries from the Mayor and Members of Council, staff, and the public in accordance with the established communications protocols
  • Prepares written reports and conduct presentations as required to Council, Committees and public stakeholder groups
  • Conducts policy and program review studies to assess the impact, cost benefit and merits of existing and future initiatives
  • Is responsible for implementing and maintaining a schedule which ensures appropriate staff coverage on all shifts including updating the electronic schedule on a daily basis
  • Provides supervision, leadership, coaching, training and support regarding the orientation of new and existing staff as required
  • Liaise with City Council and staff, Regional, Provincial and Federal Departments, public and other agencies to participate in educational seminars and remain abreast of issues related to mobile licensing enforcement
  • In co-ordination with the Health and Safety representatives, ensure that proper safety measures are observed by the Mobile Licensing Enforcement staff
  • Presents evidence in the Ontario Court (Provincial Division) as required
  • Acts as back up to Manager in their absence and performs other related duties as they may be assigned
  • The Permanent Position consists of a fixed overnight schedule (Monday-Friday 35 hr work week) including occasional weekends and holidays
  • The Contract Day-Time Position consists of a Monday-Friday 35 hr work week including occasional weekends and holidays

NOTE: This position may require working some varied shifts and may include coverage for stat holidays, special Enforcement operations and City Shut-downs in accordance with divisional standards.

Skills and Qualifications


  • Graduate of a university/community college in a law enforcement or by-law enforcement program required
  • Minimum 5 to 7 years related experience or equivalent combination of education and experience in law enforcement is required
  • 1-3 years supervisory/leadership experience preferred
  • Must possess an excellent working knowledge of the City's Mobile Licensing enforcement by-laws
  • Ability to direct, evaluate and effectively manage staff
  • Excellent investigative skills are required to undertake both internal and external investigations
  • Strong working knowledge of City by-laws, the Provincial Offences Act and an understanding of the municipal process is preferred
  • Demonstrated investigative abilities and the ability to maintain high standard of confidentiality and discretion
  • Excellent communication skills (verbal, written and presentation skills) is required, with previous experience in report writing is an asset
  • Must possess excellent problem solving skills with the ability to resolve confrontational situations with tact, and diplomacy
  • Ability to analyze and interpret large amounts of data
  • Ability to identify and set performance metrics to assess/evaluate the effectiveness of the enforcement efforts; experience in Lean principals is an asset
  • Strong computer skills including Word, Excel, PowerPoint, Outlook, INFOR, MLI, BLI, MAX and Teranet preferred
  • Must possess a valid Class G driver’s licence with access to a personal vehicle for work
  • Must possess an excellent driving record. The successful candidate will be required to provide a driver’s abstract at their own expense which is satisfactory to the City
  • A clear criminal record certificate is required of the successful candidate, at their own expense to verify the absence of a criminal record for which a pardon has not been granted
