The Department of Education, Culture and Employment (ECE) provides the residents of the Northwest Territories with access to quality programs, services and support to assist them in making informed and productive choices for themselves and their families with regard to education, training, careers, employment and labour, child development, languages, culture and heritage.

Job Information

The Regional Manager, Career Development is accountable for planning, directing, controlling and evaluating the delivery of Career and Employment development, Apprenticeship, Literacy and labour Market Agreement programs and services, in accordance with the GNWT acts, regulation and departmental policies, to maximize employment and education opportunities for applicants in the Region and to ensure accountability and results.

The Manager supervises 3 Career Development Officers in Inuvik and provides service coverage to 8 communities.

The Manager is accountable for the appropriate expenditure of public funds, the actions of staff and the overall delivery of ECE's programs. Effective leadership to career development programs and services enhance the credibility of the Department and contributes to the development of skilled Northern workforce.

Knowledge, Skills and Abilities Required:

  • Knowledge of NWT Labour market, employment and training trends to ensure programs and services target client needs.
  • Knowledge of career development, human resource development and adult learning theory and practices to ensure programs and services´ are appropriate for the client base.
  • Effective communication skills, interpersonal skills, organization skills, people management skills, time management and analytical sills to deal productively and effectively with staff, customers, and various partners on training and labour market matters.
  • Knowledge of the content and interpretation of Apprenticeship, Trade and Occupations Certification Act, Collective Agreement, Excluded Employee Handbook, the Public Service Act, the Human Resource Manual to support staff in making appropriate interpretations.
  • Proven leadership and management skills to effectively manage, coach and supervisor staff including the ability to negotiate staff policies, resolve disputes and evaluate worker performance.
  • Knowledge of general contracting protocols to ensure compliance with the GNWT's Financial Administration Act.

To be considered for this role you must have the following qualifications and experience:

A degree in education or Social Sciences, plus three years experience in the career development field and one year of supervisory experience.

Salary Information

The salary for this position starts at $51.42 per hour (approximately $100, 269. per annum) plus an annual Northern Allowance of $14,661.
